Add 'aruco_mip_36h12_dict'-library to DictList

aruco_mip_36h12_dict library was used on "Tag der Neugier" but is not detectable at the moment, as it is not included in the standard OpenCV dictList.

  • find/generate machine readable version of code
  • implement dictionary
  • add to dictList
  • check functionality with useCodeMarker-Option
  • write test
