Core: better handling of peak overlap
Currently discarding overlapping peaks discards any pair of peaks for which the background of one overlaps the intensity of the other. This is a very strong constraint and generally discards too many peaks. Ideally, we want to integrate both peaks, but ignore the peak region of the background area. Only peaks with overlapping intensity regions should be discarded.
