Update the build instructions for Windows

The build instructions for Windows are updated:

  • Removed the MSYS section (not needed anymore).
  • Corrected the version of Boost and its components.
  • Corrected the symlink command for Qt.
  • Added a note about the current version of the Visual Studio.
