Overlapping and zero/non-zero bins in 'Scale' class.
Now (27.10.2023) Scale
imposes strict requirements on the bins sizes and positions.
Bins cannot overlap, scans cannot have finite bins.
It is unclear then how to represent the case when specular scan is obtained by moving slit detector.
If angular distance between detector positions is small and the slit is wide enough, the overlapping may happen, there is nothing abnormal.
Why should we forbid such situation at the very low level, what are the reasons for that?
