Build documentation outdated

The build documentation is outdated for 20.0. New versions requirements are e.g. Python 3.8, Qt6 and libcerf 2.

The section on RHEL/CentOS 7 can probably be removed, I don't think you can get all the requirements easily there. Requiring Qt6 even excludes RHEL 8 by the way.
