New QA/QC test: SpecificValueTest
Overview
Description
We need the test SpecificValueTest that checks for a defined value. Therefore, the user can set the two parameters' value and valid. The parameter valid describes if the passed value is good (probability=1) or bad (probability=0). Values that differ from the defined value have the complement probability.

Example
value=-999 & valid=True
[-999, 1, 2, NaN] → [1, 0, 0, 0]
value=-999 & valid=False
[-999, 1, 2, NaN] → [0, 1, 1, 1]
