Cl circuit execution time

cl-circuit-execution-time into master

This MR enables reading the circuit execution time. In addition to that, I think Qiskit 2.0.0 was released couple of days ago, which would require further migration (will open another ticket), after communicating with @c.gonzalez.calaza, the stage2025 will stay with Qiskit 1, and for passing the CI, I also add the range for qiskit version.

My local test (Qiskit v 1.4.2, PyUNICORE v 1.2) passed days ago, but right now (4.3) the CI cannot be passed due to the maintenance of JURECA.

cc @a.huanay.de.dios in case of changing of the deployment policy for stage2025.
