Now it is possible to let ansible configure and register gitlab-runners on arbitrary hosts, that do not need to be created and managed by OpenStack.

This makes it easier to have Gitlab-Runners on different maschines.

Currently, this is only tested with ubuntu-OS, not with other Operating-Systems
