GOAT over GRAPE example for Bosonic GRAPE optimisation

Using the example notebook for Bosonic GRAPE optimisation as a base, we can try to optimise for smooth pulses using GOAT over GRAPE method. The pulse parametrization can be similar to CRAB - sum of sinusoidal pulses.
