Strange behavior of DoubleSpinboxes on scrolling

• When I scroll up - the value is diminishing. When I scroll down - the same, exponent is diminishing.
• Limits are not respected (or they are just wrong?) => #875 (closed), or create specific issue(s)
• In masks: on moving/resizing masks by mouse spinbox values are not updated => I'll concentrate on this one
