GUI: unify design of main tabs.

Each main tab (Welcome, Instrument, ..., Jobs) has a different layout. Most of them are split into a main area and a side column on the left, but all are split in different ways. The Instrument tab has a row of action buttons on top, the others have not, or have rows pertaining to side column and main area. The Data tab has blue background, the others have gray.
