support the import of instrument or full simulation model from Python to GUI

Under Sample, there is a button "Import" to read a sample definition from a Python script. However, we might also wish to import instrument definitions. Therefore we need

• an "Import" button under "Instrument"
• an "Import" entry in the "File" menu, to import instrument and sample
